problem with remove add to cart button in shop page

The remove_action( 'woocommerce_after_shop_loop_item', 'woocommerce_template_loop_add_to_cart'); should work. How and where exactly have you added the code? Have you tried using a plugin like https://www.ads-software.com/plugins/code-snippets/?

i used it in my plugin i tried function.php in my theme but steel not working

Have you checked whether your theme is adding custom buttons through template overrides instead of using the traditional WooCommerce actions?
