Problem with site url

I have a little problem trying to change the site’s URL from the settings and I deleted / wp then I just left the site itself, before it was steroizi-culturism.ro/wp and now steroizi-culturism.ro then, gave a 404 error and I no longer have access to the wordpress editor and of course I also changed from the database using the functions
