Problem with Tooltip plugin

  • I need to insert tooltip pop-up into a footer of the website
    I had it working in old website but it does not work in new theme
    Is there where to accomplish this.
    I need the image to pop with mouse over…

    Hi
    I was in holidays until today.
    the plugin uses the filter “the_content” to filter the tag. So if you put your text somewhere else where this filter is not applied, the tooltip can not work
