Problems updating/installing plugins and themes

Just in the last week or two, when I try to install or update any plugins the screen feedback stops at “downloading” and never finishes. If I go back, I find the plugin has installed but not activated. I can then manually activate it. Same thing trying to update WordPress. I thought this was a DB corruption so I replaced my production DB with my test DB (where plugin installs were working OK). But it still has the problem, suggesting it might be something in the file system or settings of the production site.
I’ve compared the two as much as I can, but cannot find any significant difference. In searching Google I can see this was a common issue about 3-4 years ago. No-one then seemed to know what caused it and none of the solutions offered worked for me.
The only clue I have is that in some of the deeper error logs, there are occasional warnings about “zip.so” missing, but my hosting company assures me this has been fixed.
What info can I provide to get some help with this?
