Problems with changing the permalink

Hi guys,

I need some help for restoring my page.

I have changed WordPress address (URL) and the site address from http to https. However, I cannot connect to my page again as it redirected many times(No matter I enter http or https). Probably the problem is that my site has already used the SSL Cert from the host. The SSL will auto direct all http to https. Therefore, the permalink fail to reach my page as it will redirect again and again. Now, I cannot open the dashboard to reset the permalink again.

What can I do to reset my permalink or enter the dashboard? Can WordPress help me to change the permalink from https back to http again?
