Problems with character encoding for Twitter titles

When I use this plugin the text of the tweets displays as HTML decimal encoding – e.g.
’instead of an apostrophe.The odd thing is that if I hand code the twitter button, then the tweet displays as expected. I am using
data-text=<?php the_title(); ?>with the twitter code.You can see the problem on this page https://www.everythinglongbeach.com/stabbing-death-ruled-self-defense/. The top of the article has Floating Social Bar, and the twitter button is inserted at the bottom of the article using the native button.
I have this same issue on two websites.
