Problems with new releases

Two problems – 1) As an example of the first paragraph, does anyone know why this:
(NEWTON, Iowa – January 15, 2013) Iowa Speedway officials announced today that advance tickets to the track’s ‘7th Annual Daytona 500 Party’ on Sunday, February 24 are now on sale for $10 per person. Doors are scheduled to open at 11 am, with the Fox television broadcast of The Great American Race beginning at noon.

broadcast of The Great American Race beginning at noon.2) Also getting a error when activating it and manually checking. I will have to login to the server to enable errors, but this did not happen until the latest few releases. Does something new in PHP have to be enabled?
