Problems with Shipping Rates

Hi Andy,
I installed the plugin for my ecommerce site. I have some problem with Shipping Rates.
We use a reverse logic in comparison to the one shown in your example. We eliminate the shipping fee when the customer buy more than 40 kg of the product (for the country group 1).
I use this schema:
40|10.00|1
100|0.00|1
100|10.00|2
200|0.00|2
150|10.00|3
300|0.00|3
Where is the problem?
