Proceed to Checkout button disappear

Hello:
I enable to show “express checkout button” on shopping cart page.
Then the “proceed to checkout button” disappear.
It works correctly on one of website, both buttons could appear.
But on the other two website, if I enable the “express checkout button” on shopping cart page, the “proceed to checkout button” will disappear.
I attach 3 pictures for you to see the problem.

Is it because I upgrade the wordpress, theme and plug, then it leads some problem ?
