Product displays as inclusive tax, if I clear cookies it becomes exclusive tax

Hi WooCommerce team,
I need to display my Products with tax included. In the short video https://youtu.be/sM-VH55q5oI I show you in 2 minutes what is wrong. But in text:
1. I set my store to show prices as INCLUSIVE and a tax rate of 19%
2. I create a new product ($200,000)
3. I view the new product – great says $200,000
4. I clear all cookies in my browser – price now becomes Excluding tax, that is: ($200,000 / 1.19) = $168,067
5. My store is set to Chili, Geolocation is off. The demo I show you is me looking at my product (having cleared my cookies).
6. Irrespective of cookies, this problem of showing the exclusive price arises everytime I am not logged in.
7. Having realised step 6, I went back and to ‘Tax’ settings and set “Calculate tax based on:” == “Shop based address.” I cleared my site ground cache, I went to Woo > Status > Tools > Clear Transients… same result. I’m still seeing the exclusive tax price if I am *not* logged in. When I login (and I have a Chili shipping address set), then I see the inclusive price ($200,000). Question: It must have something to do with that, but I cannot figure out on which setting I am going wrong?
I am using the Astra theme and one of their templates. Could you please possibly let me know if my Woo settings are incorrect, or if it is a bug in Woo, or possibly a bug in Astra? I am quite lost.
