The URL of the page in question is domain.com/product-tag/<tag name>
Is this controlled by archive.php?

That’s correct – that page is automatically generated and doesn’t have a specific static page that you can edit in WordPress. Practically this means that you’ll want to tweak the code in that page (either through a template override in a child theme OR through hooks/filters) to conditionally check whether the user is on a “tag” page and then change the heading accordingly.
