Products in categories only show if shop page is set to show products

I have a page with WooCommerce, and only categories show up if the following settings are used:

Shop page display: Show categories
Category display: Show subcategories & products

If I change it so that Shop page display is also set to Show categories & products I can see products, the problem here is that it shows products from all categories and subcategories as well as category/subcategory links.

What I would like is for a category to only show explicitly the products that exist within that category, any products found in subcategories should not be shown, only the actual subcategory links.

I’ve already ran through things in Troubleshooting Mode, using only WooCommerce and Twenty Nineteen (and ones with Storefront, just to be on the safe side) without this making any impact. Some WooCommerce pages are not created as it’s a catalog site, not a purchasing one.
