It would be nice to make changes form the admin panel instead of messing with the php file all the time.

There are several different (but similar) versions of the progress bars floating around. Unfortunately, the woman who created the swf file for the flash version is no longer online.

There is a version that utilizes html and javascript that you can find here: https://www.unlikelywords.com/html-morsels/ – I would think it would work for any blog as long as you know where to put the different bits.
