promote_users permission

Hello. I was trying to make a new group which has pretty much the same powers as Editor, but with one more power – promote_users. The thing is that the role is supposed to be lower than an administrator, however he can still promote anyone to administrator while not having the powers as an administrator. Is there a way to actually fix that?
