Just to clarify, is the Append a unique string to filename for security option enabled, in the screen at WooCommerce > Settings > Products > Downloadable Products?

My recommendation would be to start by making sure the settings are set as showcased in the screenshot after Step 6, in the document linked here.

Furthermore, feel free to get in touch with your hosting company, in order to make sure the required file permissions are set and propagated to all files and subfolders, as detailed here.
