Public user aprove/deny system

Okay, so I operate a blog which is invite only and I approve or deny each “applicant” to the blog.

Is there a plugin that will allow existing users (on the front end) to vote on whether a user is approve/denied based on a certain vote count and then this applicants role will change.

Or anything similar to the functionality I’m after ??
