Public vs. Private Pages

I am trying to create a public page that does not show up on my title bar. I want to send people that fill out a form to it so they can download a form.

When I make it private it is not on the title bar, but no one can get to it. When I make it public they can link to it, but it also shows up on the title bar on my home page.

Please help
