Publish Post to a Specific Page

I need to know if there is a way to publish a post to a specific page only.
For instance, I have a page called News. Anytime I want to create a post about “News”, I want it to go to that page only.
Essentially, what I am looking for is an option at the bottom of the post, asking me what page I want to publish this post. (I now this doesn’t exist, but I stated it for simplification.)
I understand there is a way around this with “categories”, but I prefer the other option. I have looked at the “Inline Post” plugin, but it’s too manual, and I prefer a more automated system.
Additionally, is it possible to password protect a “category”? I need a way to limit the visibility of posts (on either a page, or a category if thats the way it has to be done) to only certain users.
