Publishing with non-english quoted text – redirected to home

when trying to publish (or preview) post that contains non-english letters wrapped with quotation marks (e.g “тест”, “??????”, “??????” etc.) page is redirected to home-page and post is not saved.

I tested this issue with couple of sites and it reproduced only on one of them.
I turned off all plugins te exclude plugin related bugs and switched to “Twenty Fourteen” to exclude theme related bugs but and the issue is still reproduced.

Steps:
1. create new post
2. in post body write non-english letters wrapped with quotation marks (e.g “тест”, “??????”, “??????” etc.)
3. click preview or publish.
Actual:
1. page is redirected to home
2. nothing is saved.
