Pushover Notification – User Key vs App Token

I’m testing the notifications by using an invalid SMTP port. The “connection refused” is showing up in the email logs but I was not getting notified by Pushover of the failure.
I had only entered my User Key. After creating an App token and entering that as well, I am finally getting notifications.
Are both fields required? If so, the plugin lets you save without entering both. Or is it possible that the User Key isn’t working?
