If you have the image in your computer:
Go to “write a new post”, for example:

at the bottom of the page, you will see “Upload” “Browse all”

So click on “browse” and pick the picture on your computer, then click “Upload”. It will appear a thumbnail and instructions to send this image to the editor.
If you will use the image from another site:
Go to “write a new post”, for example:
https://www.example.com/wordpress/wp-admin/post-new.php
Alt+Shift+m
it will appear a new window where you can put the location of the image, dimensions, and so on.
