putting user functions in file?

I have seen this mentioned somewhere, the possibility of putting custom functions in a file inside the includes directory – instead of writing them into the original wp template-functions-general.php file. Could someone please tell me what the file should be named? And can such a file be placed alternatively in the directory of a theme?
