Q & A email

I enabled email notification in the Q & A section and then set it in the email tab
In Send Test, I can successfully receive the email, but I submit a question, and then use the administrator account to reply to the question, I did not receive a email notification
There is no mail sending record in Post SMTP Email Log
how to fix it
