[Q] Having a Page as first post in homepage

Hello, i’m creating my own theme and now im facing a big problem.

1:How can i show a page as my first post in homepage and keeping all the post list along with the pagination. ( I don’t use loop php, but isn’t there a simple option to call the page to list in the index.php file ? )

2:Have a static homepage listing the rest of the posts with pagination.

( My need is to have div before showing all the posts )

Sorry if it’s a bit confusing. And btw im not an wordpress expert because i started on it 2 days ago (came from blogger template system)
