Quality of 100 actually increases filesize

I’m doing some tests with a photo of a delicious hamburger, it’s a 2.00 MB photo that’s 7216 x 5412.
When I use the quality setting of 90, max dimensions of 2400 x 2400, it works great. I get a 2400 x something image that’s around 1/4 of the original file size (as expected).
When I use the quality setting of 100, my new image is sized correctly down to 2400 – however, the filesize actually increases to 2.04 MB.
Is this expected behavior?
