Question about plugins.

I am running a multisite and about 15-20 plugins. Right now i allow users to activate their plugins in their admin page but i was wondering, is there a difference if i network activate them all and remove the plugis oprion from the menu. Does that have any affect for the database or multisite speed?

What are your thoughts?
