Question About Role Management, Need Clarification

I’m not sure whether there is a good plugin for this or if it is even doable. I am already using Ultimate Member so if a plugin is suggested as a solution, it needs to work with UM as this is the option I use to set user roles in the membership hierarchy.
My question is regarding assigning a user role for Team Leader, and allowing this group the ability to sign up new members into their team, automatically assigning them to a lower user role, e.g. “Team Member”…
I want team leaders to sign up their own team members and for those members to show as part of that leader’s team.
So I am wondering if there is a good free plugin for this or if the method is to use the role permissions to allow everyone with that designation the ability to add new members. Which permission does this?

Promote_usersA combination of any of the above? None of the above? They only need to be able to add new members under their team, they should not be able to delete any members or edit them or anything else. Just adding them…this way I don’t have to do it all manually on their behalf. I’m looking for an automatic sign up solution that puts them under that team leader.
Also, I am aware that allowing the authorization to add new members can be potentially problematic, however, for my purposes, it isn’t some wild west free for all. The team leaders are trusted and this is not an actual issue for this particular case. It is for the purpose of a friendly competition to see how many new team members they can recruit for our tournament.
