Question about the writing platform

I’m not too familiar with using WP, currently using ver 2.1, I have a question about the writing platform. I installed mine and reinstalled again, think I might have made some mistake? But mine looks like this:

Did I forget to check some of the settings or is something wrong with my version of WP, if you’re reading this and have the look of the platform that i want, please leave your message and tell me which version you are using!
Or if you know what’s wrong please reply as well.
