[NSFW] Question mark after new server

Hello,

I have moved my site from server. For this I used the mirgation plugin from siteground. now i have question marks in several places. It can be found in bullet points, € signs, but also as spaces.
I’ve already looked at wp config. The old and new server both use utf8.

Does anyone know a solution?
