Question marks appearing in place of Chinese characters

    I am trying to translate to Chinese characters, but they are showing as question marks. According to the source code the site is UTF-8 encoded `
    <meta http-equiv=”Content-Type” content=”text/html; charset=UTF-8″ />`
    Appreciate any other suggestions on why this might be happening?
