Question on attribute_data:pa_ATTRIBUTE_NAME

Is anyone here familiar with attribute_data:pa_ATTRIBUTE_NAME? What I am getting reported seems to not make sense.
I have installed the WooCommerce Product CSV Import Suite and I am trying to thoroughly understand all of headers for a client. Following Woo’s advice, I exported copies of the Export Product CSV and Export Product Variations CSV.
On the Export Product CSV, under attribute_data:pa_sizes, I mostly have this: 0|0|1. The exceptions are 1|0|1, 2|0|1 and 3|0|1. All of the clothing items use the same size variations and “Used for variations” is checked on every item. Everything is set up the same. “Visible on the product page” is not checked.
Reading Woo’s documentation, the numbers don’t seem to agree with the explanations for the description for global attributes.
From the description for global variations, the variations should not be displayed (they are under the options drop down). What do 2 and 3 indicate? Woo mentions 0 and 1 (display, not display), but nothing about 2 and 3.
