Quote showing HTML

When a normal user quotes an admin who has used HTML in a post, the HTML is not parsed in the quote.
I saw https://www.ads-software.com/support/topic/bug-with-multiple-quotes-found-a-patch which suggests it should be resolved, but still happening for us.
