Quotes sent via email show”cant not be accepted” message

I send quotes through email and when users try to accept, they recieve a message that states “quote can not be accepted at this time.” in a blue banner text field. How can i change this message
In the back end, the quote was successfully accepted and emailed out accordingly. The client portal being turned on / off has no change. Inside the client portal it shows the customer the proposal was accepted. The only thing wrong is that message they are shown.
