Random CSS changes on page

the topBar section of my header is seemingly randomly getting css tacked on. Sometimes it gets min-height: 107px; others min-height: 172px;

This is really driving me nuts and I can’t figure out what’s making this happen. Checked it on chrome/firefox clearing the cache/cookies. It seems completely random.
