Rates Not Calculating Accurately

I’m having great difficulty getting the plugin to return accurate shipping rates.
When I add 4 bottles of BBQ sauce to the cart and use zipcode 79936 as a test, I get $16.53 for priority, which is about 5 dollars higher than normally quoted. So, I’m definitely seeing a spike. That’s not the bad part, though.
The biggest problem I’m having is when I switch the total to 11 bottles, the price goes down to $12.36. It should never go down instead of up when adding more volume and weight to the package.
I have configured 3 different sized boxes into my boxes and from all the reading of everything on this plugin, I gathered the calculator would evenly distribute the shipment into one or more boxes unless an item’s dimensions didn’t fit into one of my designated boxes. With 11 bottles that’s 2 bottles over what would fit into a single large box for me, so it should have resorted to a second box making the calculation much higher than the initial quote for the 4 bottles. Something is not working right.
I have tried all the various settings for “unpacked item handling” and nothing makes a difference.
My setting for “parcel packing method” is the recommended setting “pack into boxes with weights and dimensions”.
