Rating only once

hi.
the plugin works great, but only once. After voting, i cannot vote again on a another brouser or with another ip address.
I try deleted/deactivated PostRatings plugin and all cache plugings, but it nothing change.Does anybody know what i may do wrong? Thanks in advance.
