Yep, this is how it’s designed. You could use https://www.ads-software.com/plugins/user-role-editor/ to play with the roles and capabilities of your users though.

Right now, Employee,candidate and subscriber user roles can post job. In setting I have added EMP role though. Is it a bug? or how should it behave? I think any one who is logged in can post job?

Anyone can post a job via the frontend – it is unrestricted.
