Could you try to switch to a different theme for a few minutes, and check if the Tiled settings appear?

It might also be worth checking that the Tiled Gallery module is correctly activated in the Jetpack menu.

I would recommend that you search your theme files for functions that can change the behaviour of the core WordPress galleries. You can then comment out the function to allow Tiled Galleries to work.

Thanks for the plugin but after activating the plugin the settings panel was not visible too (Appearance > Cleaner Gallery).

The plugin deactivates the Cleaner Gallery features, so the Settings page will disappear too, yes.

Tiled Galleries will not work if you use a plugin or a theme that modifies the way core WordPress galleries work, so I’m afraid the only other work-around would be to edit your theme to remove the Cleaner Gallery function.
