RE: “Your Site is Experiencing a Technical Issue” email receivers

How to change “Your Site is Experiencing a Technical Issue” email receivers list?

I’m not sure where the email address is set for who receives these messages. Can someone tell me?

I looked at the Administration Email Address, but the message was sent to another email address. So I’m just trying to figure out where the email address is set to determine who receives these “Your Site is Experiencing a Technical Issue” email messages.

And, is there a way I can have these emails sent to multiple people? Is there code that I can place in my theme’s functions.php file to have the email messages sent to multiple people?

Can someone help with both of these questions?
