Reading Settings – front page different than blog pages

I am still learning and discovering the best way to organize my site. I could use a little input.
I would like to:
- Limit the number of posts displaying on my front page to just 1 or 2.
- But I would like my blog pages (such as when a user clicks on a tag to display articles related to the tag) to be essentially unlimited. For example, having 20 on one page and then an obvious link for the ‘next 20’ would be great.
How is this possible?
This also prompts me to ask, is there a plugin or tool that would build what is essentially a table of contents page for either tags or categories. I’m thinking it would be a list of the tag and then the titles of all the articles having that tag. The titles would be hyperlinks to that article. For categories it would be a hierarchical list. Does such functionality exist?
