REALLY NEED SOME HELP – PAYPAL vs WOO

Hi, I am writing on behalf of my client, we are literally pulling hair out trying to resolve, between PAYPAL and WOO. Something happened on Sept 15th and we made no changes, by the way, ALMOST ALL my clients paypal “merchant account” orders (NOT ones made through paypal login), but people placing CREDIT CARDS on paypal merchant account woo site, they are coming in marked “ineligible for fraud protection”. Just like that. And addresses are not coming through.
We waited for a WEEK! And this is what PAYPAL sends us, and I have no clue what this means. ANY HELP APPRECIATED! I dont even think this is a “thing” in woo.
