Recent Blog Entry Section on Static HTML Page

Can someone please explain to me how to add a section of the most recent blog post to my index.html page?

I just want to have a thumbnail and a small excerpt of the most recent blog post from my blog page which is on the same server.

I am using bluehost web hosting.

I have been looking for this information for days now and I cannot move further on my page until this is figured out.
