    The default WordPress login page should be at /wp-login.php, so it appears you have some other plugin or config that is moving that to /login.

    Most likely, that same plugin is interacting with WordPress incorrectly and preventing Google Apps Login from receiving the state and code parameters that are returned from Google.

    If you can identify which plugin is causing the conflict, you could try disabling it to see if that helps (so we know where the issue lies), or there may even be options that allow the parameters to propagate correctly.
