Recent update – buttons on WP are not working

Recent WP update broke a lot of things. Now another issue I see is that many buttons aren’t working. I cannot even change password or anything (when clicking Generate Password, nothing happens; the same is with many other options/buttons).
I’ve disabled and even deleted all plugins and themes. The issue persists.
Please look into this. The recent update almost rendered all of our WordPress sites unusable! Thank you.

I’m seeing some errors. With all plugins disabled, the button that doesn’t work (link wheel) just totally disappears.

Yes, as per your suggestion, I tried to upload all WP files. No change.
