Yes, emails sent direct to individual subscribers look less like spam to servers and spam filters.

Does this mean when I add a post and the setting is “1” that it still will go out to all the subscribers? Just want to check. Thanks!

Yes, even with that setting at ‘1’ the email still goes to all Subscribers.
