Are you inputting the leads manually, or are they coming in automatically somehow?

Do your users/customers buy the leads one at a time, or are they paying for a service that feeds them the leads as you post them?

Do users/customers buy leads exclusively — that is I buy lead X and no other buyers can have it also? Or do multiple buyers purchase the same leads?
