Recommend Menu Plugin that does not use native WP-Menu

While I am trying to get the ever-popular menu timeout problem fixed, I need to get a workaround that does not use the native WP menus (Appearance>Menus). Most of what I have looked at rides on top of the menus that you create there – and if I can’t do the updates natively than add-ons don’t really matter.

What I am looking for is a menu builder (all pages) that will let me create one or two sub menu levels, can be utilized via a widget, and that will accept my native CSS formatting (very plain – text and bullets). Again the key is that it has to work completely outside of the native WP menu builder.

I have looked at five different packages (including Uber Menu, Pixio, Dropdown menu)which won’t solve my problem.

Any suggestions?
