recommend plugin for multi-layer form submissions?

Hello, I don’t know if it is best to post here or in themes, but I figured what I need is more relevant to the plugins required. I don’t have a lot of time to do what I’m asked to do, so I would be very grateful for any information and assistance. – Thanks!!

Can anyone recommend a plugin that is intended to be used for multiple types of form submissions? So, they want to allow people to sign up to volunteer, request signage (there’s a protest underway) and make other requests/submissions. All will need to be siphoned off to the right places. I don’t want to go by trial and error and it can’t be choked with ads. I would rather pay for a good, reliable and easy to manage plugin. I need to allow multiple people retrieve the data relevant to their category of request. Multiple recipient email addresses.

I am considering adding in volunteerspot if they have a way of being integrated into the site… for the volunteer management. Just seems easier and faster than finding the right combo of plugins.

I’m hoping the experience of the community will be a better gauge than the star rating system for plugins when searching for the right plugins.
