Records frozen since updating role access (though not at Network level)

We have a multisite network with Stream enabled.
Ever since checking the box to give a new user role access to Stream records on one of our sub-sites, the records have been frozen on that instance for the eyes of all users, even admins. The last activity shown is from a month ago.
At network level, the records for the network display fine. So we can see all activity, but our customers at instance-level cannot.
I’ve tried deactivating & reactivating the plugin as well as unchecking and checking role access but still the records are frozen.
