Recreate animation on custom HTML elements

I love how easy it is to add animation with your Motion Effects, and I want to use it in custom HTML I’m injecting in my template.

I figured out I should add the classes animated and fadeInUp for what I want to achieve, but I cannot figure out what to add to have the animation wait until the user scrolls down and the custom HTML comes into view. Motion Effects does this by default. Can you tell me what do I need to add to my HTML to make this happen?
